Windows 3.1x installation files (or disks , disk images, CD, or CD image) should be easy to find on eBay or elsewhere. MSDN (VisualStudio.com) subscribers can download and use en_wfw311.exe, which contains the latest version of Windows for Workgroups 3.1x, or any other roman-alphabet language version of the MSDN download of WfW311 (e.g. fr_wfw311.exe). Microsoft's license agreement for Windows 3.x gave you the right to make an archival copy of the installation media. Perhaps you can find that copy and use it.
When you have the Windows 3.1x installation files or disks or disk images,download the system setup archive here. Extract the contents of the archive to any convenient directory. The contents include a folder named Win31DOSBox with a number of subfolders.
1. Find the Win31DOSBox\SETUP folder in the files that you extracted from the downloaded system setup archive. (I assume that you have Windows 3.11, but the installation should work with the earlier 3.1 version.)
Drive letter mapping: When Win31DOSBox starts up, it automatically maps all the drive letters on the host system to the same drive letters in Win31 - except for host drives C: (used in DOSBox for the Win31DOSBox\C-DRIVE folder), X: (reserved for the option to map your actual host drive C: to a drive letter accessible in DOSBox), and Y: (used in DOSBox as the drive letter for the folder that contains a document file or folder dropped on the Win31DOSBox icon and opened in Win31DOSBox). This system does not automatically map any other drives that contain a modern Windows system (with folders like \windows\system32), to avoid any possible (though unlikely) damage.

As a holiday project, I used Dominus's guide as the basis for a Windows-based system that lets you install Windows 3.1x in DOSBox in less than one minute (in some cases, in less than ten seconds). You will need your own copy of the Windows 3.1x installation files (either as separate files, or on floppies or disk images, or on a CD-ROM or ISO image). This system does NOT supply a copy of Windows 3.1x or any other non-free software!
Briefly, you download the system as described on the page linked above. As that page explains, you open the SETUP folder in the extracted folders and copy into it either an ISO image of the Windows for Workgroup 3.11 CD installer, or a set of Windows 3.11 or Windows for Workgroups 3.11 installation disk IMG files, or the full contents of the CD or the image files. You then run the InstallWin31DOSBox.exe program and it installs Windows 3.11 for you. If you copied the installation files into the SETUP folder (not the ISO or IMG files), and you have Windows 3.11 (not Windows for Workgroups), then the installation takes about ten seconds on modern Windows. Windows for Workgroups will take longer, because the setup program wastes time looking for a network adapter, but it eventually installs, typically in less than one minute.
Again, this system includes only freely distributable software, and the only Microsoft products included are the freely downloadable WinVideo, Win32s, and WinG installers.The other programs it includes are the free PC Magazine HK utility, and one or two other free utilities, plus the open-source GhostScript and GhostScript-related software (running in the background for printing, etc.), and the free PDF-Xchange Viewer ( -software.com/product/pdf-xchange-viewer) which the vendor says "may be used without limitation for Private, Commercial, Government and all uses, provided it is not incorporated or distributed for profit/commercial gain with other software or media distribution of any type" (this system is not distributed for profit or commercial gain.)
